Captain-Sheriff Bill Elbert started his career with the Sheriff’s Office in May 2005. As a Deputy-Sheriff, he was assigned to Patrol, Court Security, and Criminal Investigations. In these positions, Bill worked other collateral assignments including Solano Fire Investigation Unit, Field Training Officer, K-9 handler, and S.W.A.T. team operator. He also provided agency training as a Defensive Tactics Instructor, Taser Instructor, Less Lethal Instructor, and Tactical Rifle Instructor.

Bill was promoted to Sergeant-Sheriff in May 2014. As a sergeant, he was supervisor for bureaus such as Patrol, Court Security, Civil, and Contract Services. In addition to his regular assignments he also supervised the K-9 Unit as well as the Defensive Tactic and the Taser Teams. In 2016, Elbert co-created a tactical entry program codifying search and entry techniques for the Sheriff’s Office.

On November 5th, 2017, Bill was promoted to Lieutenant-Sheriff. As a lieutenant he was assigned to manage areas in both Custody and Field Operations Divisions. Bill graduated the Sherman Block Supervisory Leadership Institute (SLI) Class 409. In 2019, he received the FBI-LEEDA Trilogy Award and was also recognized with the Distinguished Service Award for his actions in the line of duty.  Bill holds numerous professional certificates from the California Commission on Peace Officer Standards in Training (POST) as well as advanced certificates from Robert Presley Institute of Criminal Investigation (ICI). He is the agency use of force subject matter expert and sits on the board of the California Force Instructors Association (CalFIA).

He was promoted to Captain on February 6, 2022. He currently manages the Compliance and Professional Standards Division.
