| | | Custody Division Captain | Captain Bill Hornbrook Custody Division Commander | | Captain Bill Hornbrook began his career with the Sheriff’s Office in August of 2002. He has held various assignments as a Deputy Sheriff including Patrol, Court Security, K-9 Handler, and Detective. Bill was also on the special weapons and tactics team (SWAT), both the entry team and the sniper team. Bill was promoted to Sergeant in December of 2010. As such he supervised Patrol, our K-9 Unit and the Sheriff’s Enforcement Team (SET), which was developed as a response to the criminal realignment under Assembly Bill 109. He also became the Team Leader for the county’s regional SWAT team. In April 2014 Bill was promoted to Lieutenant, managing several different bureaus. He began with Patrol Services, Animal Control, K-9 and the commander of the Sheriff's SWAT team. He later was assigned to the Investigation Services Bureau where he is responsible for the Criminal Investigations unit, California Multi-jurisdictional Methamphetamine Enforcement Team (Cal-MMET), Auto-Theft Task Force, Sheriff’s Enforcement Team (SET) and Marine Patrol Bureaus. He also managed the Firearms program and the Sheriff’s Emergency Response Team (SERT) which covers SWAT, Crisis Negotiations, Tactical Dispatch and Mobile Field Force. In April 2017 Bill was assigned to the Custody Division as Coordinator for a new program. The program is in response to the Prison Rape Elimination Act (PREA). Its primary goal is to eliminate, reduce, and investigate acts of sexual abuse or harassment inside of detention facilities. In April 2019, he was promoted to Captain and assigned as the Division Commander of the Custody Division. Bill has numerous professional certificates from the California Commission on Peace Officer Standards in Training (POST). He has completed extensive coursework at the Robert Presley Institute of Criminal Investigation in the specialized areas of Homicide and Sexual Assault. He holds a Bachelor’s of Science degree in Criminal Justice Management from Union Institute. Bill is also a graduate of the Sherman Block Supervisory Leadership Institute, class #344 and is a graduate of the FBI National Academy, 262nd session. | |
