The Sheriff's Office provides alternatives to incarceration that benefit, not only the low risk offender, but the community, local agencies and local organizations.

Following approval from the Board of Supervisors May 22, 2007 and effective June 15, 2007 Solano County Sheriff’s Office Alternative to Custody Program offers Global Positioning System (GPS) to provide Solano County residents, Officers of the court, and the criminal justice system with state of the art technology. 

GPS in concept is 24–hour house arrest with continual tracking every 10 seconds, immediate notification and the capability to pin point offender location within 15 feet.  Utilizing GPS is an advancement of our existing program that will continue to offer Work Release, Electronic Monitoring, and Alcohol Monitoring. GPS is an added tool which has the ability to further aid in the quest of gathering accurate, reliable, around the clock detailed information to ensure the highest level of offender accountability and compliance with program parameters. 

We continue the effort to offer aid in reduction of jail overcrowding and housing costs while providing the appropriate levels of public protection to the community.  Our goal remains to allow offenders the opportunity to remain productive members of society while maintaining the safety of the general public, staff and clients.  Each applicant is considered on a case by case basis, a complete and thorough background check is completed to assess any apparent threat to the community or likelihood of re-offense. 

                                         Alternative To Custody (ATC) 

ATC is a community based Corrections Program that the Sheriff provides to allow an offender the opportunity to serve their court ordered sentence in an alternative program rather than jail.  This approach helps to relieve jail overcrowding and reduce the cost and care of the offender.  It also encourages the citizen to reintegrate into his or her own community while they remain out of custody, able to work and/or attend school, keeping the family unit intact.  All applicants must be sentenced to a minimum of 2 days.

Programs under the auspice of ATC :

Work Release :

Work Release is offered to those individuals sentenced to less than 30 days. Participants who are in good health and are able to lift 50 lbs are assigned to a day of manual labor for each day of their sentence at sites throughout Solano County.  The community receives the added benefit of community service work performed by the offender.

Work Furlough :

Work Furlough is offered to those individuals who are sentenced to more than 30 days and who the court mandates that this program be used.  Participants on this program must be employed or enrolled in an accredited school.  The participant is housed within the confines of a Solano County Jail Facility and will be released for a maximum of 12 hours per day to work or attend classes. 

Electronic Monitoring :

Participants are required to wear a monitoring device 24 hours per day which may include alcohol and GPS supervision.  

Where is the ATC office located : 

The ATC office is located in the administration area of the Claybank Detention Facility, 2500 Claybank Rd, Fairfield CA 94533

Driving Directions :

From Interstate 80 take the Airbase Parkway exit.  Follow approximately two miles to Claybank Rd.  Turn left on Claybank Rd.  Turn into the first driveway on the right and follow to the end pole.  You will pass Golden Hills School and the County Animal Shelter.  We are located in the administration building of the Claybank Detention Facility.

Hours of Operation : 

The ATC Office is open from 7:30 a.m. – 4:30 p.m. Monday – Thursday.  The office is closed weekends and all County Observed Holidays.

Appointments : 

We do not schedule appointments for your first time in the ATC office.  You may “walk – in” during normal business hours with court paperwork in hand.  It is necessary to arrive 30 minutes before close of business to allow time for your interview. Spanish translation is available. 

Eligibility : 

You must be sentenced and referred by the court.  Your court commitment must state ATC recommended and you must be sentenced to at least two (2) days.  You may not have any pending cases in this or any other county.  You must come into the office in the time frame indicated on your court commitment.  If you are unable you must request an extension from the court.

To Apply : 

If you are interested in applying for any of the Alternative Custody Programs, you must appear in person at the ATC office with your court paperwork within the time frame directed by the court.  No appointment is necessary. 

Out of County resident :   

If you reside in a county other than Solano, a transfer must be recommended by the court.  You must follow the application procedure and apply in our office.  Transfers will be considered and approved on a case-by-case basis and to those counties with reciprocity.


Out of State residents :

Out of State residents will not be considered.

Fees :

Program participants are responsible for any damage to the equipment utilized by the ATC program
