ARPA Community Engagement Survey, RESULTS
In November 2021, the Solano County Administrator’s Office – with direction from the Board of Supervisors – conducted a Community Engagement Survey to gather input for Board consideration regarding the use of one-time American Rescue Plan Act (ARPA) funds to aid in the County’s economic recovery from COVID-19. The survey, which was open to the public for approximately one month, garnered 941 responses, including 929 in English, 8 in Spanish and 4 in Tagalog. The results of this non-scientific, non-statistically valid, informational-only survey can be found using the links below.

American Rescue Plan Act (ARPA)
The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021. American Rescue Plan Act of 2021 (H.R. 1319) . The ARPA provides funding for direct relief in the continued response and recovery to the COVID-19 Pandemic. Funding is being distributed through the Federal and State budget process. Both direct and indirect allocation of ARPA funds are available to local Cities and Solano County.
Solano County – Direct Allocation of Coronavirus State and Local Fiscal Recovery Funds (SLFRF)
The County received a direct federal funding allocation under the ARPA - Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program of $86,949,405. The use of the direct funding allocation must be in-line with eligible spending categories defined by the US Treasury. Funding can be used to cover eligible costs incurred during the period that begins on March 3, 2021 and ends on December 31, 2024. All obligations incurred must be fully expended by December 31, 2026.
Statutory Eligible Uses of Direct Funding
According to the U.S. Treasury Compliance and Reporting Guidance, as a recipient of an SLFRF award, organizations have substantial discretion to use the award funds in the ways that best suit the needs in the County or City – as long as such use fits into one of four broad statutory categories under ARPA as outlined per Section 603 (c)(1) of the Title VI of the Social Security Act:
- To respond to the COVID-19 public health emergency or its negative economic impacts
- To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay such as eligible workers of the recipient, or by providing grants to eligible employers that have eligible workers who performed eligible work
- For the provision of government services, to the extent of the reduction in revenue of such recipient due to the COVID-19 public health emergency, relative to revenues collected in the most recent full fiscal year of the recipient prior to the emergency
- To make necessary investments in water, sewer, or broadband infrastructure
Process for Determining Use of State and Local Fiscal Recovery Funds
The Board of Supervisors has had an initial overview on ARPA guidelines and began discussions regarding the process for allocating the direct funding. Those discussions will continue in September/October 2021 as part of the development of required Recovery Plan and public outreach and community engagement process.
