County Auditor-Controller set to retire after more than 34 years of public service to the community

SOLANO COUNTY – After more than 34 years of dedicated public service to the community, Phyllis S. Taynton, Solano County Auditor-Controller, will retire from County service on June 5, 2024.  Her departure marks the end of a three-decade long career in the County’s Auditor-Controller’s Office, including six years as the County’s elected Auditor-Controller.   

Ms. Taynton started her career in public service with Solano County on January 8, 1990.  Since then, she has been promoted several times, including being elected to serve as the County’s Auditor-Controller on June 5, 2018.  Over the span of her career, Ms. Taynton has played a key role in the development and oversight of some of the County’s most important financial documents, including the recommended and adopted budgets, the single audit report, the award-winning Popular Annual Financial Report, and the Annual Comprehensive Financial Report.  Her department also played a critical role in the coordination, development, and implementation of a new County-wide property tax system.  

As the Auditor-Controller, Ms. Taynton has served in several leadership positions, including as a financial expert on the County’s Pension and Debt Advisory Committee, and as a member of the California State Association of County Auditors, where she served on the Association’s Legislative Committee and as Chairperson of the Policies and Interpretations Committee and Accounting Standards and Procedures Committee.  Most recently, in 2019 she was appointed by State Controller Betty Yee to serve on the Advisory Committee on County Accounting Procedures.  

Starting June 6, 2024, Sheila Turgo, Assistant Auditor-Controller, will assume a leadership position over the Auditor-Controller’s Office as the Acting Auditor-Controller.
